Absolutely not. The 'HIV' tests are shams of diagnostic tools.
That they are such is readily advertised by the very package inserts by Abbott Laboratories for their screening test, the ELISA antibody test:
"At present there is no recognized standard for establishing the presence or absence of antibodies to HIV-1 and HIV-2 in human blood. Specificity is based on testing of random blood donors and hospitalized patient populations"1
The tests are not standardized and as stated above have no final arbiter of which reaction is a 'real' reaction or a 'false' one, that is, a gold standard.
The Western Blot, the more 'specific' antibody test, is comprised of 10 proteins. Depending on which set of proteins react, you are said to be positive, indeterminent, or negative. Problem is, the standards for determining what a 'positive' is change around the world. You can be positive in one location and negative by another.
The truth is these tests are biomedical shams and should never be used. They can react for many, many reasons other than 'HIV' (from pregnancy to measles). Once you get roped into the medical system, you are screwed.

If you know that he has had other partners, most certainly. Just have an open, and honest discussion about it. Do not hurt his feelings.
It is the same if you knew he had strep throught, would you want to kiss him, and catch it? Well this is no different, except for the fact that if he does have the HIV virus it is potentially deadly, and cannot be cured with antibiotics.
So do talk to him about it.

ABSOLUTELY!! Before my husband and I got married we were hot and heavy sexually. But before we decided to do that unprotected we both were tested for STD's to make sure we weren't endangering the other. It's 2007 and HIV is rampid, don't ever feel selfish for protecting yourself!
