Cold air is very drying to lungs, as is supplemental oxygen, so it may make you uncomfortable, but it won't do any damage.

Make sure you breath through your nose, as this warms and moistens the air. Also ask you doctor about a humidifying device for your oxygen tank if you don't already have one.

Change in air tempter and humidity level can irritate the breathing of someone with chronic breathing problems. You will just have to try it and see. It effects everyone different.

Not to bad if your oxygen is on before you go out into the cold
