No. That takes a doctor or "Licensed Independent Practitioner's (LIP) order. (They are like Physician Assistants, etc.)
You can, however, go to any hospital's ER and get medical care without insurance. By law, they can not refuse you. It is called the EMTALA (Emergency Medical treatment and active Labor act) law.
It is a federal law and was created after some people died because ER's would not treat them because they did not have funds
They don't, however, have to order what you want. They only have to "stabilize" your medical condition...or transfer you if you need care they can not provide.

It's true you can go to an ER and get medical help but this isn't the place for primary care. No wonder so many ERs have been run into the ground financially and have closed. As a layperson you can't walk into a hospital and order anything except food in the cafeteria. Don't abuse our ailing healthcare system more than it already is. I know it can be pricey, but please pay your way.

it will depend on what kind of signs and symptoms you present, are u short of breath, coughing, having pain when breathing. I hurt my foot one time , i jumped off my bf's truck and hurt my heel, so while i was at the ER, same hospital where i work, i just cant bear the pain so i went down to the ER and since im having this epigastric discomfort all the time, i told the ER doc to order me ultrasound and he laughed ..he said, that's a little far from your heel..lol
