If you mean masturbation (the act of sexually satisfying yourself). It has no effect whatsoever on your fertility. And as for the effect on a penis, i wouldn't know personally but I'd guess no, unless it's done that often that you irritate the skin and cause it to become red. And you stop it when you want...
All in all i think this a very peculiar question.
