There are number of factors with Diabetes. Exercise is just one of the things that you need to do to help with your circulation. Many diabetics lose toes, feet, legs, and even go blind. from poor circulation, but exercise helps to increase circulation.

Note; exercise will not prevent a person from getting Diabetes, and it is not self inflicted as some one has said. It is passed down through the family. It is more prevalent in Black, Indian (American), and Latin families but it leave no one free.

Note; I have no problem with the premise that people should exercise, there is a misconception about exercise In and of itself exercise will not make you lose weight, if anything you can gain weight from exercise, As you exercise your muscles will become larger ego they will weigh more than before and fat weighs less than muscle

In a nutshell without getting too technical the muscles absorb the extra sugar and holds on to it. Exercise makes the muscles let go of the excess sugar and burn it off. This is in addition to the excess sugar circulating in the blood. Diet and medication can help with the sugar in the blood but exercise is the only way for the muscles to release their storage of excess sugar. Hope this makes sense to you. If you're referring to type two (since it is not applicable to type 1), then it is manifold. Exercise keeps your metabolism up and fat content (and weight) down. It also burns carbs keeping them from building up in the system. The increased circulation helps too. Exercise is the single most effective thing a diabetic or potential diabetic can do to keep blood sugar down. In other words, there is no single way exercise prevents diabetes. It's just like taking care of diabetes, there is no single way to care for it... it is a multi pronged diligent approach that keeps the high blood sugar boogie man away.
