It has persisted for more than two weeks. His mobility has become limited. He is not a physical kind of guy, he is white collar professional and so does not require physical exertion in his job. He walks for 30 minutes every evening. He has high blood pressure and diabetes. What could be causing this? He has had multiple lipotriphy procedures in the last two years.

He is a trial attorney and spends most of his time in court. He only uses the computer very briefly as he has a secretary that does the typing.

Could be anything from a pinched nerve in his neck to a cardiovascular problem .Get him checked out.

This could affect legs and arms, go to a web site called Web MD,
check Neuropathy and Carpal Tunnel Syndrome (CTS) I have diabetes and I have CTS and I am also in my 50's.

Does your friends job require him to do much typing or working with computers? I also used to work in an office.

Could be all kinds of things. Fibromyalgia can cause this, but it's doubtful that it is fibro or you would likely have mentioned some of the other symptoms. I would have him look at my webpages on fibro and diabetes and see if anything there can help:

it could be from the diabetes. I heard it causes problems in legs but im not positive about arms.

or arthritis?
