The cost of this must be in range of a middle-class family's budget...that excludes disney world, spa day, and of course the classic rent a room for a large crowd. I'm talking only thirteen *girls*.

Bowling alley or skating rink!
Or, many motels with indoor pools will rent out the pool for a pool party--it's pretty reasonable. (I think Super 8's do it)

my friend had a small sweet sixteen with about ten girls recently. everyone arrived at her house and when we went outside after about 20 minutes of hanging out, we walked outside and there was a limo in her driveway. we took the limo to this really big mall thats about a half hour away and stayed for about an hour. no need to tell people to bring money, it only draws out the shopping and isnt fun with that many people, it takes too long and gets boring. we got back in the limo and rode to a restarant closer to her house (houlihans) and had dinner there. then went back to her house

a fun idea would be to have everyone wear party dresses

Is there a swim club near you, or a park with a beach (if you are where it is warm)? Beach party or pool party.

Many small and mid-size restaurants, particularly independents, would welcome a group such as yours and may provide a separate or private dining area for your group at no charge.

Have a catered, or cater yourself (or a combination), an outdoor ball in your yard.

Cheesecake factory is great but California Pizza Kitchen is great as well. If you have a chevy's near you, they sing to you and give you a sombrarro. Classic, eh?

The Melting Pot is a fun restaurent! It's fancy [nice for teens] and the way you eat is fun! www.themeltingpot.com

If that restaurent is too much, the Cheesecake Factory's good too.

an ice cream parlor...a skating rink...a bead store...a paint your own pottery store...

have it at home...rent a movie and have popcorn and all those silly candies children love
