last month brocolli used to be on sale everywhere, like 99cents/lb. some places even 69cents/lb but now its soooo expensive. is it because of the weather?

I've noticed that too.
I believe it is from the winter weather. This is when I buy the frozen broccoli instead of fresh.

Yup, it'll be the season. Once any fruit or veg is out of its natural season and is either being imported or forced, the price will go up. I am trying really hard these days to only buy stuff that is in season at the time. It means my diet and recipes change from season to season, but surely that was the natural way of things before we had intensive farming and supermarkets!

Come to Hawaii. Its always 1.99/lb here. So's most everything else, unless you grow it yourself or shop at the farmer's markets.
"The price of Paradise" is what the store clerk says when one whines.

but yeah---the others have it right: weather, shipping costs, supply and demand.
