In the United States, people tend to call foods that are not native to the United States (Chinese, Italian, African, German etc.) ethnic.
Also, I've seen some foods that are associated with African Americans and Native Americans called ethnic foods.
I really don't know the real definition of the term, but it's probably one of those generic terms that some people use to describe any food that they associate with a group or culture of people that is not their own.
Actually, everyone has an ethnicity, but in the United States some people tend to use the term ethnic when talking about
non-White Americans, when actually Whites have an ethnicity also.

"ethnic" is different to each person
An ethnic group is a human population whose members identify with each other, usually on the basis of a presumed common genealogy or ancestry (Smith, 1986). Recognition by others as a separate ethnic group, and a specific name for the group, also contribute to defining it. Ethnic food by definition means food other than "American". Though I don't really understand how foods like French food isn't called "ethnic". Only food that comes from
Minority races are called ethnic. Which makes no sense to me. They call soul food ethnic though are black people the ones responsible for fried chicken? Are we responsible for greens? It's all food, so I hate when people use that term.

POLICIES. Probably not. While I am against illegal immigration, I don't think they really cause your reasons in a big way; certainly not to the point of racial tension. Radical ethnic strife is the use of guns, bombs, lynchings, burning crosses on yards, and burning buildings (like churches) against another whole class/group of people as opposed to sit-ins, nasty letters to the editor, the sermons the Rev. Wright (of Obama fame) gives. [Israelis vs Palestinians is radical racial strife.] I don't think there is much radical ethnic strife in the U S today (although there are individual acts against other non-same-group individuals). What you are thinking about was in the 1960's with the Black Panthers and Underground (?)(Weathermen?) type groups. The role of the USCSC would be more positive like better schooling, housing, jobs, and support for minorities (daycare, food stamps while needed) so that they could pull themselves up to a better life.
