Puri, Dosa, Chapatti, and definately Paratha are all eaten for breakfast by some, and not by others. It's a personal choice. Going to many Indian establishments, you'll find that you can find Puri with chana/chole (chickpea curry) and some sweet for breakfast. Also, Dosa is well known in certain regions of India as a breakfast specific. Aloo(potato) Paratha is also known as a Punjabi breakfast staple. Mainly, it's all up to you, and what your stomach can tolerate. A lot of breadlike food in the morning, especially with spices can make a day of work a challenge :)

You do eat dosa for breakfast. But puri and chapathy are not preferred because you have to have them with curries..and you wouldn't want to have a spicy hot curry with chapathy early in the morning. Plus they are heavy..

If u go to the NOrthern, western & eastern parts of India, u will see that the abv [puri & chapathy, along with aloo [potato] bhajior chholey ]are eaten for b/fast too. & in the southern part of india, dosa , idlli, uttappa ,upma etc are included in the b/fast menu.

and idlis too :) Well, to asnwer your question, we don't eat those things because it is not easily accessible to us OR simply because of the everyone is busy on the go, hence, breakfast is out of the question and bread is much more accessible perhaps ? It really depends where you at and what your cravings are.
Cheers :)
