it could be from either, but since he surgery was several years ago...if it is recent, I would think it might be from the diabetes--diabetic neuropathy
She needs to eat take herbs that increase the circulation right away.
See my answer here for that and for curing diabetes..cayenne fomentations (wet cloth in cayenne tea) on the leg would help (it will sting) and also internally with ginger.
Even the suggestions for gangrene would help.

It is probably the diabetes. Is the numbness towards the foot or near the thigh. If it is the former then If it gets worse it could be cause to amputate the leg. If it is higher then it is probably the back operation. Either way I would not hesitate to get is looked at. If she is overweight then loosing weight might help.

It could be diabetic neuropathy, or it could be a pinched nerve. She needs to see her doctor. There are programs out there that help diabetics who can't afford their meds. I have helped several patients with those programs, so I know they do exist. Your daughter is in danger of losing her limbs if her diabetes is not treated. I'm not intending to scare you, I'm just stating the facts.

If she hadn't been treating it her blood sugars are likely to have been high for a while, and this can cause complications like the one you're seeing. I recommend you get her to see a doctor immediately. If it's type I diabetes she really does need insulin treatment.

the answers thus far are reliable though no one has mentioned as a possibility DVT (deep vein thrombosis) or PAD (peripheral artery desease) of which diabetes could play a part... I sympathize with your predicament having no health insurance, I am in the same boat... you can call your local hospital for any information you may need and ask for a nurse to answer any questions you have if you do not have a family physician ( no charge)...
if worst comes to worst all hospitals have to admit you or your daughter to the ER (emergency room) plus most every hospital has charity programs (just hospital bills, not doctors or testing or prescription fees) for people like you or I... I wish you and your daughter the best of outcomes.
