ABSOLUTELY NOT!! If he felt the same way you would know by now. Therefore telling him will only make him uncomfortable and ruin your friendship. I would do the exact opposite...start dating someone else and then make sure he knows about it. If he is interested in you it will make his move.
By professing your love, you are ensuring that he will NEVER become interested in you in the future.
Sounds like you need to pick up a copy of "the rules"

Go for it. You have to take chances in life. If you don't let him know now how you feel about him, you'll always wonder about what might have been. Sure, there's the chance of rejection, but there's also the chance that he feels exactly the same way. Either way, you'll never know until you tell him how you feel. You'll regret it if you don't.
