Because a virus or the hiv virus is not somthing that could be killed because when it attacks a white blood cell it actually goes into the cell and mutates the dNA of the cell and then the virus because part of the body, killing the virus would mean destroying ones body or cells.

Of course you can get rid of a virus. The problem with HIV is that it is a retrovirus and when it encounters a human cell, it latches on to a B120 surface marker, becomes engulfed, and then (with many other steps) becomes a pro-virus. The problem with eliminating this virus is its ability to mutate into many forms and so quickly. Chemotherapy can be done in order to kill all hematopoetic cells, as well as other common drugs like AZT, however it won't eliminate every HIV cell. This is why people with alot of money, like Magic Johnson, are able to survive so long. They have the funds to allow them to maintain a relatively high t cell count, which allows them to battle opportunistic infection. If there was a way to eliminate the virus BEFORE it could mutate, and receive a bone marrow transplant, then the virus may be able to be combated officially. This is immunological theory, but plausible.

Virus cannot be killed because they are not alive to Begin with. They consist of only a capsule and just enough DNA or RNA in retro virus cases to incorporate into hostes and use the host to replicate its genetic material. The genes encode only a capsule sequence and several proteins, that's it. They are not living by no means. They can be destroyed by being denatured with heat, chemicals, or dissolved by cellular activity. They will continually survive as long as there is a little genetic material capable of entering the cell.

You should read up on the HIV conspiracies- how HIV was man-made and started out as a vaccination (small pox, I think?) in a single area and spread. There lots of books on Amazon about it.
The pharmaceutical industry make money from people being sick. If the world was cured tomorrow, that would be the end of that.
Even if a cure is ever found, don't expect Africa to be cured. There's no money in ending the suffering of millions of sick, poverty-stricken children and families.
