Theoretically, yes. Realistically, probably not. There are sexually transmitted diseases that can thrive for a while outside the body (on towels, clothing, etc.) depending on the type of secretion, temperature, other hospitable conditions (i.e. hot, most, sweaty shorts). The risk of transmission would be increased if you had some type of open lesion (even a scratch) that disrupted your own skin integrity. But realistically, the chances of this occurring would probably very low as this would require a myriad of "near perfect" conditions to exist for this to happen. however, as others pointed out, pubic lice (crabs) or other skin conditions could be easily transmitted this way. Best advice, bring your own shorts and underwear, sit the day out, or know quite intimately whose shorts you are borrowing. If it is genuinely a concern of yours, err on the side of caution.

Yes you can. There are many external Sexually Transmited Infections (as they are known in the Australian medical community) ranging from lice/crabs as they can remain dormant in underwear and clothing, to genital warts/herpes simplex type 2. This is transmitted if there is any pus or exudate present in the clothing. It can be transmited to another person if their skin comes into contact with the substance and this does not neccesarily mean that the genitalia has to come into contact it. In fact, as long as there is skin present, more so if there is an open wound, then the chances of infection are high. My best word of advice - if you have to wear the shorts, wear underwear or if that's not possible, get the shorts washed in hot water before use.

By definition, they are sexually transmitted. So, no, you won't get an STD by wearing someone's shorts.
