The answer to this question is generally yes. The person who transmits the STI must have it but they may not show any symptoms of infection. Most guys who have an infection with Candida (yeast, jock itch) will not notice any symptoms for some time. Also Herpes and Genital warts may not be symptomatic but can still be transmited. What looks clean can in fact be a STI zoo.

One of the partners must have an STI for the other to catch it (via unprotected sex). Two "clean" people can't spontaneously get an STI unless one of them has had other partners.
