how do i know when to start baking or how to pre set my oven?

Very easy fix. You can buy a small oven thermometer from any department store. They usually hang on the wire rack inside your oven. They are inexpensive and will tell you the exact temp.

Buy one of those oven thermometers that you hang on the rack. They are cheap and accurate too.
