My daughter who is 13 has these bumps on her legs and when we popped them there was hair attached, so I am assuming this is what you call "ingrown hair".

One of the best treatments around is Tend Skin for ingrown hairs. You can also use a special pointed tweezer to remover the trapped hairs.

Yes it does sound like ingrown hairs. If she is shaving/waxing her legs she should use a moisturiser after doing so then exfoliate to remove the dead layers of skin when she showers or bathes. Picking at the little bumps can cause infections (although it is rare).

Yup. Seems pretty accurate. More so especially if she had shaved her legs before.

Not a big issue, just rub some petroleum jelly and she'll be fine.
