Yes it can (I have been told) but I have not noticed a change and I have been a type 1 diabetic for 3 years, I'm 32 now and my cycle is usually (now and before 3 years ago) consistent.

I'm type 2 and i know from when i had to keep a record of my levels it always went higher before hand but back to normal when i finished so it must be the same for type 1 i would think ... try keeping a record your self and you will notice the difference

My best friend is type 1 and she is able to eat loads during her period as her blood glucose drops to her boots!

i dont know about everybody else but mine would and the sometimes lower making me go into diabetic seazures
