If you are a vegetarian, then you would not eat fish. Vegetarians don't eat animals.

What a peculiar diet. You need some fat, and some fibre, for a helathy diet. But you don't need meat or fish. There's a great recipe book called 'RAW The uncook book' which tells you how to make lots of really delicious food in the healthiest way.
Whatever your reason for choosing such a weird diet, I would suggest lots of fresh fruit, some organic vegetables, preferably green leaved, nuts and seeds, and drink plenty of water. Not only is this a very healthy diet, but it will also help to get rid of most diseases, including cancer and aids.
If you have a juicer, then drink lots of freshly squeezed juice.

You can have a healthy diet without eating meat. I consider fish to be meat because it was a living animal, but a lot of people don't. It depends why you are not eating meat, whether or not you can eat fish. If it is for a medical reason, then you should definitely call your doctor and ask.
You CANNOT have a healthy diet that has no fat in it. All foods have carbohydrates, protein, or fat. Most are a combination. We need all 3 of these nutrients to be healthy, no matter what any fad diet guru says. To try to take out all fat will have dire consequences for your health.
There are always healthy and unhealthy choices within any food group. By taking out meat from your diet, you have eliminated many sources of unhealthy fat. You should eat nuts, foods cooked in olive or canola oil, salad dressings, avocado, olive, etc. to get the healthy monounsaturated fats. These are good for your heart and body.
You also need to eat fiber, unless you have a medical condition affecting your digestive tract and your doctor told you not to eat fiber. If you just decided this on your own, please eat fiber. It is very important for your health, and helps prevent heart disease and colon cancer.
Please don't ever go on a diet this extreme without talking to a nutritionist. Extreme diets can kill.
