Gential Herpes is known as Type 2 herpes which is usually in the gential area and Herpes Type 1 is usually cold sores, fever blister, etc.... so if you are saying if a person who performs oral sex on a person who has gential herpes then there is a very high chance they may be infected, however I am not a doctor and if it worries you then get all the info you can and seek medical treatment if neccessary.
