The reason for the question - we went to Mon Ami Gabi, and they brought a small plate of cous-cous out with the bread. Our assumption was that it belonged on the bread - which, while apparently wrong, was delicious!

of course not! Couscous is a very complete dish with many different elements! How would you use at as a topping for bread!
Next thing is that in France, couscous is a frequent Friday dish in restaurant! Don't forget, that France used to hold Algeria, Tunisia and Morocco as colonies. Hence the Arabic cultural traditions in France.

Having never eaten couscous in a French restaurant, I'm entirely not qualified to answer this question, but here's my two cents anyway...

I would not add my couscous to my bread. It seems odd to me that you'd put pasta on top of my bread...carb on carb doesn't sound like the right thing.

I've never heard of eating couscous in a French restaurant. I thought it was a grain from India.

It is a side dish and would be eaten as you would eat rice, mac & chz or anything along that line. I can't imagine eating it on bread. I've never heard of that.

Couscous is a delicious side dish. You are supposed to put butter, cheese (such as brie, or another soft cheese) or noting on your bread. Good french bread is delicious alone!

Eat it as you would rice/pasta. Couscous is essentially a pasta.
