No its a cereal grain. Which is a seed really. Vegetables are plant matter, Fruit is the flesh that surrounds the seed.

Rice is a grain,classified as a cereal,like wheat,sorghum ,barley & oats.Most cereals are grown & harvested in like manner,with the exception of rice ,which is grown in moist, watered levelled out areas.called rice paddies .
