This is most likely due to Mad Cow disease being prevalent in Europe a while back as well as ecoli. To reduce the odds of getting a contaminated blood donor the ARC placed restrictions on foreign travel, especially in Africa. The concern here is Aids.

Because they think you can pick up some communicable disease over there.
Maybe there is something going around we don't know about.
