1.Your state attorney office. These are the people who investigate police corruption and cover ups. Due to the fact that if you report a crime against a cop the investigating cop can cover it up.
2.You can also contact your state civilian review board and file a complaint against this cop. They have to investigate. Below is a link/sample with instruction. You need to find your state.

Because you don't say what the "problem" is it's difficult to tell you where to turn for assistance.
In most cases, however, contacting the State Bureau of Investigation is the next step in the process of investigating a local officer when the agency itself doesn't provide assistance.
A question I would consider would be why no attorney would assist you in the matter. It sounds possible that maybe you don't have a case as you indicate....or....the attorneys don't wish to commit due to a possible conflict of interest.

If you go to the Dsitrict Attorney's office I think you might get the help you are looking for. That is if what you are saying actually took place, as in a cop did something illegal to you or with you.

Every state has an 'investigative authority' of some type....i.e., Texas Rangers, OSBI, Etc. Contact them, or call the closest FBI Office.

Talk to the FBI, ask for the Civil Rights Squad. Document everything that you tell them as well as everything the cops do and have done. Then alert local TV reporters about what is going on.

If what the officer did was illegal then you need to call the F.B.I. and report the situation. If it's civil then it sounds like you might not get any help at all.

I put up with 14 years of solid crap. It started with two cops and ended up with half a precinct, what did I do? Kept a day to day log of it (last year of it) Walked into the FBI and told them whats going on, flipped them the log.They followed the cops following me etc. They had a nice chit chat with the cops. I could of screwed them, I didn't. Just wanted them off my @ss. They got the point.
