The father of a former neighbor passed away. In his obituary, it mentioned that instead of flowers, contributions could be made to several local institutions. I wanted to know what would be an appropriate amount considering not being a relative and not having even seen these people in years.

Situations such as this mean that the family is not poor and do not need money/contributions to help them with the funeral. It also means you do not need to give anything if you don't want to. The local intitutions which they mentioned is just a guide as to where you can donate your surplus money. If you have been donating to other causes you don't really need to contribute to these.

$10 -$25 would be appropriate for someone you don't know

Depends. Since you have not had any contact with them for years, your visit to his funeral is courtesy enough.

If you really feel obligated, join forces with others whom you meet at the funeral and contribute about $10 in the envelope and leave it at that.

Really, you do not have to donate anything.

Nothing. They shouldn't dictate what one contributes.
