The simple answer is that the image is the reverse of Great Seal of the United States, adopted in 1782 as designed by Charles Thomson.

'New World of the Ages' is NOT the English translation of Novus Ordo Seclorum. 'A New Order of the Ages' is a correct translation. The eye atop the unfinished pyramid has never (except by those who did not know the truth) been termed an 'all-seeing' eye. It has been called the Eye of Providence.

At first, I thought this was a serious question. Then I looked at your other questions, and it was obvious that your intent is to espouse some weird theory that there is some sort of cultist/Masonic/religious/whatever secret control and influence with 'hidden meanings'.

Give it up. This site should be for the interchange of knowledge, not proclamation of crackpot ideas.
