Yes, at least sometimes.

The contacts need to be custom made, and won't be of the popular planned replacement/disposable type.

Vertical prisms are not too difficult to arrange, as the "base" of the prism is heavier and tends to drop down.
This can be done in both soft and gas-permeble hard lenses.

There are two techniques for arranging horizontal prisms but they are difficult and expensive, and I've never seen them outside of text-books, so this would be a job for a real contact lens specialist.
