Please don't be a 15/16 year old because you are too young to really start getting into sex.
For the most part you want to try to make the first time as least awkward as possible. When you start making out and things get heated up just likely whisper in her ear are you ready and assure her you have a condom. If shes ready then go for it, if not don't just stop making out because then she's going to feel as if she did something terrible when really its not her fault.
Or you can take the other approach and just bring it up in a normal conversation and tell her you would like to be sexually active with her but you want to know when shes ready to take that step as well. Assure her you aren't going to break up with her if shes not ready.

when she is ready, you will know. dont try to pressure her or make her decide before she is ready, or that will only push her further away. let her do it on her own time, give her the respect and understand she deserves!

you cant GET her to do anything she doesnt want to do. dont be in such a rush let it happen naturally. when the time is right it'll happen. be patient.
