it depends on your citizenship. Visas are needed or not depending on the citizenship, not permanent residency. If your country of citizenship participates in a visa waver program, then no, you do not need any visa. If your country of citizenship requires a visa to travel to the US, then you, too, need to apply for a visa (it does not matter where you live now). Search for the nearest to your US embassy/consulate and ask what papers you need to submit an application. Do it well in advance to your trip.

Yes. I thought everyone needed a visa to transit the USA.
