The existence of Buddhism doesn't have anything to do with whether or not masturbation is good or bad for people. Reason can decide the issue just fine. Does it threaten or harm anyone? Is it self-destructive? Does it blank your mind to reality? Those are the only criteria worth considering.

No, it is not, of my knowledge. Buddha wants you to use your judgement, not follow his rules mindlessly. So, it is your choice. From an objective point of view, nothing wrong with masturbating, it releases accumulated sexual tensions that can get in the way of your normal routine. But it might interfere with your meditation.

There is a guideline that says "Don't abuse sex". I am not sure if masturbation would be consider "abuse". I suspect that is just one thing that nobody talks about.
