I know what you mean. Some of the questions, especially in other categories are way too mature for anyone under 18. In R&S offensive questions are usually deleted pretty fast, but go to P&S or Men's or Women's Health and they get very crude. I know there are a lot of 10 or 12 year olds getting sexually educated on here.

Questions that are of an adult/sexual nature violate community guidelines. I think the only exception is if the question is more health related in the appropriate category. When it is Vulgar just to be vulgar- than it is in violation of community guidelines.
If you see questions that are really obscene- you can report them to YA! by hitting the report button. That is the best way to keep those types of questions out of this site.
They have that rule so that the children can participate. You may want to avoid singles and dating- there tend to be more of those questions there.

I'm pretty sure the 13 year old minimum is actually a matter of legality and privacy and such.
I think a few years back in the US they passed a law relating to what sort of measures web service providers need to do for privacy or censoring or something...
or in other words, I don't think its neccesarily appropriate to assume one has to do with the other.

Certain community standards dictate what can and cannot be shared of a sexual nature. Same thing applies with motion pictures. Have you not heard of PG-13 and R movie ratings?
