Could this (Blair's) step enhance for increased discussion frequency between the two churches, thus maximize unification within this decade!

No. just because one person converts would not make other people convert. If that's the case, we'd be having much more muslim converts(considering muhammad ali and cat stevens are very popular). When it comes to religion, it is very hard to change someone's mind(i thought after reading debates from R and S you would know that by now). Unless either they haven't really been into it or they have very personal decisions or incidents that make them feel that way.
