Technically, yes, but morally, no. I (I'm not in Arizona, but the concept is pretty much the same) once dated a guy that was four years older, actually around the same age as your friend, and It didn't turn out so well.
Guys at that age, no matter how mature, sweet, and caring they seem, truly only want one thing. And you can pretty much guess what that is, hon. The guy I dated, after about two months, decided it would be a good idea to make a personal move.
That got him in trouble.
At your friend's age, it's hard to say no, or even yes, when you want too. Your opinions are not truly your own, since you are so entwined with pre-teen social life. Tell your friend to wait, to get to know the guy longer before she makes a decision. I feel like a mother, saying these things... But believe me, I've had experience.

As a parent I would have to say NO no matter what state you are in. The difference between 19 & 15 is only 4 years, but those are very critical 4 years. It would be different if he was 24 & she was 20 or if he was 26 & she was 22...see what I mean.

Why would a 19 year old want to date a 15 year old? IF he really likes her, he can wait. Not sure about the legal aspect of it, but its not right either, she's too young to be dating.
And no way would there be no sexual contact, that's part of "dating"

There is nothing wrong with the age difference! (I'm dating someone who is 13 years older than I am!) However, at that age its really tough. I would definately get her parent's permission before you even think about dating, because that's probably most important. Plus, it'll show her parents you really care for her. All I can say is be careful, expecially sexually. Good luck!

There is no concrete guarantee that there will be no sexual contact between those two "lovebirds" at some point, maybe not on their first date but later on down the line, who knows what may or may not happen?

*Sigh* I know what she's going through. I really like this guy and he's a senior and will be turning 18 in July, but I'm only a sophomore, so I'll only be 16 by then. *Sigh*

Don't go over 2 years difference. 19 is too old..he knows more about things and he might push you into things you don't want to do, without you realizing it. Older guys are really good at this...
