To be ordained a Vicar in the Church of England, one must be appointed by patrons, who can be private individuals, Cathedrals, colleges or trusts, or by the Bishop. The Vicar must first swear an allegiance to Her Majesty and take an Oath of Canonical Obedience to the Bishop.

Use the excellent research tool literally at your fingertips - to do some research (radical concept I know). I don't personally know anyone who's been refused but I'm sure many unsuitable people apply. I don't personally believe in any religion preferring instead to place my faith in Humanism and Science since neither require blind faith.

In the past many have been refused.

But not today -- they have to "drag 'em in off the streets" to fill the positions needed in the churches.

And then they can do what they want -- supply and demand -- it's just money (or lack of it) in the CE.
