You can't be legally hired in Utah until you are 14 years old though most places won't hire you until you are 15 or 16. He could get jobs babysitting, or mowing lawns, or moving snow, and doing chores around the house, but otherwise he will have to wait until he gets a little older.

First, let him help out with your houseworks, that's basic where he should start living independently.
When he becomes about 15, he can work part time in a restaurant, be it a cook assistant, waiter or receptionist. This is where he'll learn to communicate with people and learn to be responsible for their pocket money.
Everyone needs to have the simple working experiences before they can finally get a job. Otherwise, he'll struggle.

do chores, help the neighbors, mow grass, shovel snow, paint fences, wash cars, etc etc. There are many things a 12 year old can do after school to pick up some extra spending money

Well if he is responsible enough and has the skills, he could be a babysitter, or mother's helper. He could also do chores around the house, or maybe even hold his own yard sale and you can let him sell some of your stuff that you have been meaning to sell or donate, maybe even some of his old stuff.

The best way to start earning spending money,is to do extra chores at home,then try to meet elderly ppl or others in the neighborhood who may have simple chores for him to help with.
Nothing wrong with a boy learning to be responsible.I commend him for wanting to work!

Unfortunately for your son, a 12 year old can't have a job in the public sector. The options are somewhat limited:
1. work around the house (housework, yardwork)
2. work for neighbors (yardwork etc)
3. babysitting
4.work on a family owned business
Utah is having a good snow year, so shoveling snow for the family and neighbors may also be a good source.

Mowing lawns, yard work, walking dogs, washing cars. Doing light errands for neighbors, helping a do it yourselfer with home improvements, helping to build fences

do you guys have a lawn mower, my neighbor used to cut peoples lawn when he was about 11, walking people's dogs, or babysitting. maybe go around to nearby businesses and ask if they need someone to clean up or clean windows.
