I think you are referring to a "catchlight". They can be from a flash or from reflections off of the surroundings. You can use an imaging program to clone them in, but it takes skill to make them look realistic. Better to position your subject to have good lighting at the time of image capture.
If you want to try cloning a catchlight , set the brush to about 20% opacity to start, and just stamp from a lighter area. It will take some trial and error to get them looking right.
