Photoshop is the BEST. I would not suggest trying a lessor program then changing later on...jump head first and learn its full potential.
If you are a student (not K-12) in college, you qualify for a student discount and can get it for $99.
When you first open photoshop, right away your going to be lost, it takes time to learn how to use it efficiently...there is so much to it. But it is well beyond worth learning and plenty of online documentation showing you the tricks.

There's an everyman's version called Photoshop Elements regularly $98, on sale for $50

YES. It's the top in photo and image editing.
It's $650 for the new version.
Older versions can be found for lots less.
If you want to get your feet wet in image editing, try GIMP, it's free.
There are other programs as well, like Corel Paint Shop Pro $90, Serif Photo Plus $80
