ok i whant to edit my photos but i dont know what this is called i forgot its like really light and shows off the eyes good i just dont know how to do the effects here is a ex::::: and if its on my camera how would i set it ???????????

i dont whant photoshop :( i want it free is their anything online2 ???

It looks like they used filters. You can get these for you camera or edit the pictures later on a program like photoshop.

EDIT:
If you want, you can get a free trial at adobe.com. There are other programs out there, but I don't know anything about them. Hopefully other people will suggest them. This would give you a wide variety to choose from.

First, both of these photos were shot using a large light source, like on a cloudy day, in open shade, or with large, soft studio lights like soft boxes. The 2nd one is probably done with a long, narrow soft box oriented horizontally.

The girls in both photos have very heavy eye makeup so that also makes their eyes stand out. They also have blue eyes - another reason they stand out.

Then, the photos are manipulated in Photoshop, although it's not easy to tell exactly what was done. But mainly it appears that levels and/or curves were used to enhance contrast, and then perhaps some kind of layer blending. Also, saturation was increased.

Try downloading GIMP. It's free, and it works just like Photoshop.

To add the effects, add a warming filter and adjust the curves and contrast; all of which can be done in GIMP.

The color is horrendous. You can download "Picasa" from Google, and fix it easy. It's free and quick.
