Well Burt's Bees is what you need - it works wonders!!
Something I do is when I am showering is that I take my finger nail(the longest one) and slide it across my upper and lower lip. It will take off all the dead skin, afterwards I apply chapstick.

There are a few things you can try -- as others have said, drinking more fluids is at the top of the list. The veggie oil or olive oil might work. Giving yourself a honey-pack on the lips may help (smear some honey or honey and olive oil on your lips before bedtime). Also, a used tea bag might help, too. Especially if you use a chamomile tea bag, but plain old black tea should help a little too.
Just keep drinking the water! You need to start from the inside out. Also, be sure to get your fruits and veggies.

When you brush your teeth after rinsing off the tooth brush so it has just water on it, brush your lips 3 minutes for the top lip and 3 for the bottom.
Then use any kind of chapstick or vaseline on them.
Continue doing this and you will have soft, smooth, kissable lips.

hmm...if you don't want to buy anything, but you need to keep your lips lubricated and protected. Olive oil would work, or a vegetable shortening. You need to try not to lick your lips, and drink more water to keep yourself hydrated.

Use a washcloth to gently scrub off the dead skin, and then apply Vasoline if you have it. And drink lots of water!
