A rune, plural runes, are the ancient viking alphabet. They are the signs you can see carved into the standing stones.
They are at the same time an alphabet and also a meaning of divination and magic, because every rune, (every letter of the runic alphabet) has a special meaning. They're actually pictograms, for example the one for letter F (fehu) looks like a horned animal and thus represents material wealth - cattle in the old times meant wealth.
And so on.
A book of runes, then, would logically be a book which explains what runes are, which rune means which letter of the alphabet and what is their meaning in divination and magic.

Even Ralf Blum is not bad when first starting out. Any "book of runes" will give you information on how to read and interpret rune stones, yet it is up to you to find the right one for you. I even got good information out of Raven Silverwolf though most consider these books a waste of time. I will read most books and learn from them even if some say forget it. You learn by finding what works and what does not.

It's something made up. Any interpretation of runes is made up, because the original meanings were handed down orally and never written down. With the advent of Christianity among the Celtic people, the runes fell into disuse and the meanings were forgotten.
So any "Book of Runes" is complete speculation.

i owned one, told me about runes, how to make them, and how to cast them and read them. i made stone runes using stones from a cemetary.
