What exactly does formatting the SD card in the camera do?

My user manual strongly suggests the SD card be formatted even when brand new & used for the first time. What exactly does formatting the SD card in the camera do?

It completely clears it out so that you get a little extra room than if you just keep deleting things.

It clears it and makes the camera like it better.
