Absolutely not! I am going to assume you are joking as nobody would ever seriously consider trying something as asinine as that!
You can't claim to be a refugee simply because you don't like cold winters. Refugees seek protection against life threatening political conditions at home not against having to shovel the driveway.
Others have mentioned that claiming refugee status is no laughing matter and they're right.
