I recenlty lost a frivolous lawsuit in Civil Court? I am wondering if the person who won the case against me can take my income tax return? Or can I pay the judgement against me out in payments?

No. Tax refunds cannot be attached for ordinary judgments. They can only be captured for unpaid taxes or other government debts, government insured student loans in defalut, or child support that is in arrears.

If your tax return will cover it, why would you not use it to pay waht you owe?

They can garnish your wages or your bank account, but it will probably be difficult for them to set it up. They will likely work with you - but of course I don't know what the relationship is.

If they have a judgement against you they can take it.. They can also take any money in a bank account & take your paycheck from work. You can try to set up payment with them, but it's up to them.
