I don't know if you meant it to or not, but your question landed in genealogy. If the person you are trying to find is ancestor, the way to locate the last name is to look at a document of some kind, where the name would show up. It might be faded or hard to read, but you would have a place to be looking.
If it has nothing to do with genealogy, but just someone who "seems" to be European, then this isn't the right place. I am thinking of asking yahoo to open a "crystal ball" section, for questions that no one can possibly have an answer to.
