Less water; cool longer.
Depend on the rice.
White rice is just little lumps of starch. So, no matter what you do it will be sticky. Regular white rice is one cup water to one cut rice. I hardly ever have white -- usually only for making congee or sushi. Anyway, try organic brown rice. Actually, I never measure... I just put my pinky finger into the water just touching the top of the rice and fill water to my first knuckle. Seems to work every time, white or brown.
My friend, from an Indian family, she says that after cooking the rice, she takes the pot and puts it into the oven on warm for another 15 minutes and makes some really nice fluffy (basmati) rice. If you have a rice cooker, don't open it until at least 15 minutes after it's done cooking, that will help it be more fluffy.
Oh, I also assume that you wash the rice before cooking it. I have met many people that do not do this, so wash the rice until the water is clear instead of milky/dirty looking.

I agree about rinsing your rice before cooking,(make sure when you do this that you rinse your rice until the water isn't cloudy any more, when it is clear, you can prepare as usual in your cooking method) it will help alot. Also look for a Rice Cooker, they are great!!! They sell electric ones(Wal-mart, or your local department stores) and ones you can use in the Microwave. Both work really good!! you will not have sticky or mushy rice..and it will cook to perfection!!
The next time you buy rice, look on the bag (usually it will state if it needs to be washed or not before cooking)

Rice is supposed to be sticky... undercooked is the issue... more water and re-boil it... watch it carefully for doneness... add butter to it when its cooked and fluff with a fork.

If you rinse the rice, you'll wash off a lot of excess starch and it will be less sticky.

follow directions on the box. do not open the cover while cooking. don't add extra water. buy an electric rice cooker. they work great.
