Surname:
Melvin
Scottish: Anglicized form of Gaelic Mac Gille Bheathain (see McIlwaine).
Scottish: variant of Melville 1.
Irish: Anglicized form of Gaelic OÓ Maoil Mhin ‘descendant of the devotee of Maoilmhin’, a personal name meaning ‘gentle chieftain’.
First (or given) name:
Melvin
English: a very popular modern name of uncertain origin, probably a variant of the less common Melville. Variant: Melvyn
Doesn't sound like it is African-American to me. If it is your given name, your parents probably just liked the sound of it or maybe one of your relatives that he/she admired had the same name.

I am not sure of the question you are asking, their have been, several African Americans named Melvin, but I do not know its origin. I would suggest to look on name origin on a search engine.Good Luck

A name does not belong to a race. Anyone can be named anything. My husband and his father are both named Melvin, and neither are African American. They are Caucasian

It works well for Melvin Van Peebles. Who cares if the Scots coined the name or the English did this or that to the meaning? If the name is given to enough people of any ethnic group, they're more than welcomed to claim it as their own.
I can think of enough African Americans who are very proud of being named Melvin to say ABSOLUTELY. It's every bit as African-American as they are.
