Peace is the elimination of fear...love is considering the needs of others before yourself...both are individual not collective. For me, when I talk about peace, I'm not talking about "world peace" or the absence of war in the world, I'm talking about the peace in my spirit that whatever happens to me is part of God's plan and that his plan is better than mine. Love is a necessary condition for the peace for only when I consider the needs of others can I be free from the guilt and worry that I caused harm to someone else.

It just means that they hope your life is filled with peace and love. There's no hidden meaning behind it.
I don't think it has to be a christian that says it either. So with that peace and love to you!

Peace to the Christian is "peace with God". That is why we have a Savior.
Love has more to do with sacrifice for others than something emotional. It is a selfless pledge to pray for your "peace".
