Anytime i shave my face and neck ends up breaking out in spots! I have tried different shaving foams, different razors and different products cleanse the face before and after shaving but nothing helps!

These "spots" are probably caused by shaving your hairs too short. Once cut the hairs lie under the skin and cause shaving bumps or the hair follicles (the hole in your skin that holds the hair) is becoming irritated.
Perhaps a dry shave electric razor would help , if you haven't tried it. And stop shaving so close.

Try to not go over the same place twice without rinsing the blade first.or...
Initially, let the beard grow for 30 days to eliminate ingrown hairs. (get rid of all the redness & bumps so you hav a clear canvas to start on)
Use a polyester skin-cleansing pad twice a day. Or, use a moisturising shaving foam.
When you resume shaving, use a single blade razor. Double blade razors cut the hairs too short allowing them to grow in.
Alternatively, use electric hair clippers or a razor with an attachment that leaves the cut hairs long. Aim to have a 5 o'clock shadow immediately after shaving.
Shave in the direction of the follicle, not against it. Do not stretch the skin.
At night, apply a lotion containing glycolic acid to the affected areas. This exfoliates the surface skin cells and reduces the likelihood of new inflamed spots.
If you have severe pseudofolliculitis barbae, ask your doctor whether a prolonged course of tetracycline or one of its derivatives would be suitable for you.
Consider laser hair removal. In some cases, this is much more effective than any other measure.

Try some of the Nivea for Men range. They're supposed to help with any irritation or the like after shaving.

Just use normal soap, all foams, cleansing products & after shave contain to many chemicals

never shave against the grain, always in the way the hair grows
