Not a good idea. Just go to the mall and go to the Peircing Pagota. It's cheap and it won't get infected. Or go to a tatoo shop and get it done there. IF you do it yourself you could do it wrong like hit a nerve and screw yourself over bigtime. Just go get it done.

How do you sterilize your bellybutton?
The only way you can sterilize the jewelry and equipment is in an autoclave -- those cost hundreds of dollars.
Rubbing alcohol and boiling water does not get bloodbourne pathogens off of the piercing needle/jewelry. If someone else previously used that needle/jewelry and it isn't properly sterilized you are giving yourself a great chance of an infection, and even worse - hepatitis. That can kill ya.
If you do get sterilized (autoclaved) equipment, clean the piercing doing sea salt soaks, do NOT touch or rotate it. Touching it with dirty hands is like begging for an infection.
Don't use rubbing alcohol, peroxide, neosporin or bactine. All will prolong healing time, and can cause the piercing to get infected.
Good luck and hopefully you don't end up regretting it! A professional is always the best option, so it would be better if you waited until your old enough to get pierced, or have the money, but it seems that you don't want to.

There are piercing kits you can get online that come with tools and needles and all that... Though I don't think thats the best way.

I hope you're seriously not really hoping to do this. The best way I'd advise is to get some kits if there are any. If you really want, why can't you get it done by professionals?

My friend did that. She had to be tested for HIV.
A lot of piercings infect, regardless if they're done by a pro.

It may not be safe but I would try to put as much ice on it as possible, steralize it and use a sanitary needle. Take your time and hope for the best! :D
