No, that just makes a paste.

If you just want to add water, get a mix.

If you want to make them from scratch, I have a great recipe. It really isn't that hard:

1 cup flour
1 Tbs sugar
1 tsp baking powder
1/4 tsp baking soda
1/4 tsp salt
1 beaten egg
1 cup buttermilk
2 Tbs oil

Mix dry ingredients. Make a well in the center. Mix all remaining ingredients in a separate bowl. Add all at once to flour mix. Stir until just moist (will be lumpy).

Pour onto lightly greased hot griddle. Flip once edges are slightly dry and top is bubbly. Only flip once. They come out very fluffy this way. If you prefer thinner pancakes, use more milk.

You can use plain milk (increase baking powder to 2 tsp and omit baking soda), but the buttermilk is so much better!

I wouldn't. They would not be very good. Here is one recipe you can try - (It says to make them thin, but I would make them thick, if the batter is to thin, you can always add a little more flour). You could also check allrecipes.com for a good pancake recipe.

Pancakes with Whipped Cream

3 cups flour (we use King Arthur Unbleached All-Purpose Flour)
1/2 teaspoon baking soda
1/2 teaspoon baking powder
4 large eggs (they used gull eggs there)
2 1/2 to 3 cups milk
1 teaspoon vanilla
3 tablespoons butter (melted)

Mix the dry ingredients together in a mixing bowl. Separate the egg yolks from the egg whites and beat the yolks together with 2 1/2 cups of milk, vanilla and melted butter.

Beat the egg whites until stiff and fold into the batter. Add the remaining half cup milk only if the batter needs to be thinned.

Cook these as you would crepes, paper-thin on a hot cast iron griddle.

Serve piled on a plate alongside bowls of preserves and whipped cream. To eat, surround a table with relatives and friends, pass the pancakes, spread with preserves and top off with a dollop of whipped cream. Fold into a triangle and eat by hand with a cup of tea or coffee.

Pancakes made with just flour and water would not be "pancakes" as you know them. The mixture to make pancakes, needs a leavening agent in order to "puff" or get light and airy, such as baking powder. Also the addition of milk v/s water give them a richness. Buttermilk is even better than milk. Without Vegetable Oil (or melted butter) the pancakes would be dry and heavy. Add salt and the flavors become more pronounced. So, no, you cannot make pancakes with just flour and water.

Yes but you need the correct mixture of flour and water. Its just too easy to have too much or too much flour. Either one will lead to disaster. The "just add water" pancake mix don't cost much and will yield a better pancake.

No silly!
You need buttermilk, or if you want you can use bisquick.
Its a faster and easier way to make pancakes other than traditionally pulling out all the ingredients. To bisquick, you just follow the instructions on the box. It's that simple.
